Choe Ryong-hae, the director of N. Korean military's General Political Bureau, arguably the most powerful military figure in Kim Jong-eun era, is found to be demoted by a single rank, from Vice Marshal to four-star general, according to a report on Dec. 16, generating speculation for the reason.

In a rally commemorating the first anniversary of Kim Jong-il' death, which was held in Pyongyang Gymnasium on the day, Kim Ki-nam, N. Korea's Party Secretary, introduced Choe Ryong-hae as a speaker representing the military, by saying, "He is a four-star general, a member of Standing Committee at Politburo of Party's Central Committee, and the director of military's General Political Bureau."

It was only last April that Kim Jong-eun purged Ri Yong-ho, a career soldier and a top military man, with the help of Choe Ryong-hae. Later, it turned out that Defense Minister Kim Jung-gak was also purged. So Choe should be flying high and working hard to further consolidate Kim Jong-eun's power. However, Kim Jong-eun now turned on Choe only several months after the momentous purge? There are reports that Choe is deeply unpopular among military ranks because he is a man of no military background who suddenly landed on one of the most powerful military positions, turning the top military ranks upside down, left and right. So is this a belated attempt to appease military? Still it does not look good.

What military background? Does anybody in the NK Army have any experience other than brutalizing unarmed peasants?

They regularly run SF infiltration missions into the ROK. Additionally, according to wiki:

...over 7,000 military advisers, primarily from the Reconnaissance Bureau, have been dispatched to some forty-seven countries. Some of the organisations which received North Korean aid include the Polisario Front, Janatha Vimukthi Peramuna, the Communist Party of Thailand, the Palestine Liberation Organization and the Army of the Guardians of the Islamic Revolution. The Zimbabwean Fifth Brigade received its initial training from KPA instructors.

North Korean troops allegedly saw combat during the Libyan-Egyptian War and the Angolan Civil War. Up to 200 KPAF pilots took part in the Vietnam War,scoring several kills against US aircraft. Two KPA anti-aircraft artillery regiments were sent to North Vietnam as well.

North Korean instructors trained Hezbollah fighters in guerilla warfare tactics around 2004, prior to the Second Lebanon War.

Reads as if taken from a description of our own Jugears who in addition to lack of military background, lacks any executive management experience of any kind. I don't think even Bo takes him seriously.

I think the latest technique is to help the regime test the effectiveness of their mortars.
