The ruling said Col. Gregory Gross did not appear impartial while presiding over Hasan’s case and that the command - not a judge - is responsible for enforcing military grooming standards.

So they tossed the Col. because he said Hasan had to shave per military law. Now it’s NOT up to a judge to enforce military standards so why have a judge and a military court if nobody is allowed to enforce the rules except the Command which means the CIC. Obama.
