If you read my comment (#20) to which you are replying you'll see that I was quoting (not quite word-for-word) the guy who jumped in with the claim "

He's wrong on both counts, IMO, though I don't know exact figures. Only about 50% of Israeli citizens actually serve, according to
wiki, and my impression is that for whatever reason they don't in general appear to be careless in using or protecting their weapons (you may be right about harsh penalties.)
If you read all of my remarks in that comment you'll also see that I was disagreeing with and dismissing him with "
