This stinks of unconstitutionality. Since when do federal employees, and especially members of Congress, look to the President, the Big Cheese-Wannabee-for-Life, for an emolument or increment to their compensation?

Hell, no! Boehner and the GOP caucus ought to get busy at the jump, knocking down this power grab.

Do some digging amongst the following which may help or confuse you more regarding this entire process. The House passed this legislation back in Sept. 13, 2012 on a vote of 391 - 91 with 9 not voting. The Senate passed a concurring Joint Resolution on Sept 22, 2012 with a 62 - 30 vote.

Continuing Appropriations Resolution, 2013

The EO provides the schedules of increases amongst the government employees in varying departments.

There are multiple EOs from previous Presidents regarding this same subject at this link
