Handcuffed teen, Lamon Khiry Haslip, shot and killed by police in southern California

An 18-year-old California man was shot dead by police last week while he was handcuffed and on the ground. Police say he was carrying a loaded handgun.

According to a statement issued by the Riverside County Sheriff's Department, officers responded to a "gang-related 'man with a gun'" call in Moreno Valley at 8:38 p.m. on Friday, Dec. 28.

The sheriff's statement continues: "As this was occurring, an additional officer arrived on scene and observed the subject roll onto his side. The initial officer backed away from the subject and announced that the subject had a gun, at which time an officer involved shooting occurred."

The deceased has been identified as Lamon Khiry Haslip, 18, of Ontario, Calif.

How the h3ll can a handcuffed man, hands behind his back, even use a firearm with any accuracy?

To say that something stinks here is an understatement.

A cop that wanted to shoot someone for the thrill sounds more like what happened. If so, put him/her on death row and fasttrack the appeals process.

Wondering if the guy had been cuffed already if he hadn’t been patted down, and any weapon taken from him. Quite curious.

I have to go shopping in Moreno Valley today. Leaving now. SHEESH!

Where was the gun? in the kids’ waistband? Did they not frisk himn for weapons before handcuffing him?

Something is not right about this story — as reported, it gives the appearance of a cop killing a citizen without cause.

That is the only conclusion that can be reached unless there is additional information that has not been released.

As the perp swung the gun he accidentally caught a bunch of the arresting officer’s leg hairs in the action.

Could have been totally innocent on behalf of the officer, where their gun accidentally "goes off"...

The story doesn’t say, did the cuffed suspect have a gun or not?

There must be a slew of details missing or ommitted. I tend to give the good guys the benefit of the doubt until more information is available.

But I remain suspicious of the officers even though they killed a gang-banger.

I hope they do because that will be met with a very angry reaction; at least I hope the cops would react that way.

The reporter does not care. His purpose is not to inform. It is to get attention to this story and any follow-up stories. Stories that provoke emotions are seen as FAR superior to accurate stories that merely convey facts. (Read ANY journalism textbook. They are explicit about this.)

You misguidedly believe otherwise about the source of the writing. In their eyes, it's clearly your problem, not theirs.

If so, put him/her on death row and fasttrack the appeals process.

Like that will ever happen. Let me look into my crystal ball. It will be ruled a "good shoot." Remember police don't have to follow laws like we do. They just have to follow vague and mysterious "departmental guidlines." Which are apparently flexible enough to cover almost everything.
