An 18-year-old California man was shot dead by police last week while he was handcuffed and on the ground. Police say he was carrying a loaded handgun.
According to a statement issued by the Riverside County Sheriff's Department, officers responded to a "gang-related 'man with a gun'" call in Moreno Valley at 8:38 p.m. on Friday, Dec. 28.

The sheriff's statement continues: "As this was occurring, an additional officer arrived on scene and observed the subject roll onto his side. The initial officer backed away from the subject and announced that the subject had a gun, at which time an officer involved shooting occurred."
The deceased has been identified as Lamon Khiry Haslip, 18, of Ontario, Calif.

They should have searched the dude post cuffing immediately.
I am calling BS on this. Reporters have proven time and again that they do not have a clue when it comes to a shooting. They only want the sensationalism and scoop, regardless of accuracy.
I’ll hold judgement until the police department cover it up.
I don’t see enough info in the story to make an instant “I hate cops” judgement. Sounds bad from the story, but I’ll wait on this one.
Generally will put you against a wall, frisk you then handcuff you. I can’t imagine just handcuffing, putting on the floor and not checking him for weapons.
You just had to burst my bubble, didn’t you? I would like to think that what is right still matters; you just threw ice cold water on me. LOL
I would have bet money that they did. Now where the gun came from is something that I would not bet money on giving it about 1:5 that it was he handcuffed guy's and about 4:5 it was planted by the cops.
Whether the shoot is righteous or not, this cop should not be allowed to wear a badge after this incident.

Not enough facts available at this time to say that with any kind of certainty. Most likely, some moron with a badge had his finger on the trigger and pulled it without even thinking when another cop noticed the suspect's weapon and shouted "he has a gun!" The fact that the citizen most likely wasn't touching his gun wouldn't come into it. Given the general poor gun-handling skills of the majority of cops, it was fortunate for the other officers that they didn't get hit too.

Thing is, gang-bangers and meth-heads aren't famous for following the law either.

or
Shot and then cuffed.
Neither one makes any sense. The “victim” was probably a bad dude, but sounds to me like the cop was out of line either way.
It was poor gun handling skills that brought America the DA auto. Now cops are even f-—ing that up.
Then noticed the gun and overreacted.

Dude i can’t tell you the arguments i’ve had in Freep with people who automatically assume the cops are always right. I don’t see them any different from any other citizen. Is their job more dangerous than mine? No doubt. Do they get well compensated for it? Hell yes.
Fact is a goodly portion join these days for the pay, the pension, the bennies. It’s no longer about ‘doing right’.
