The question is not whether we help, but how to do so without incapacitating the needy.

There is a whole political party that consists of politicians who want nothing more than to increase the number of poor who are dependent on government. It's all about the votes, to them.

There is nothing constitutional about any welfare of any sort, point and period.

Taking my money by force to give to anybody else is evil, immoral and unconstitutional.

Soup kitchens and Food Banks ONLY; NO CASH.

They will still be staying in "Free Housing", paying Reduced Rent and Utility Bills, using Medicaid for having more babies (or, aborting them at Taxpayer expense under Obamacare), and hooking up with their Crack dealers on their Obamaphones.

When 4 generations are still keeping the "never worked" process going, throwing money to Teachers' Unions to supposedly "Educate" the welfare father-less families, it's way past time to relieve the Taxpayers of the burden.

The only thing that is bought with Taxpayer dollars are the Votes from the parasites for Democrats, to keep the money flowing to them......

Back in the 70’s, I knew shop owners who would give 50 cents on the dollar for food stamps (back when they were paper scrip). They could use the cash to buy cigarettes, booze, drugs, women, whatever, and the owner would launder the food stamps through his regular inventory cash flow.

At the same time, I knew welfare recipients who would carry an inch-thick wad of food stamps in their wallet, because they were triple- and quadruple-collecting (different addresses, different baby-mamas and -papas, etc.).

The scam has been going on for DECADES, and more and more people have caught onto it.

The final sentence sounds like it is attached to the wrong article.

The question is, why are we still having the government perpetuate this fraud? The data shows that PEOPLE ARE NOT HELPED. No matter how this stolen money is spent, it is not making people’s lives better.

Note also that Clinton “signed” welfare reform, which produced the startling data shown in the report. He, of course, did not originate it. Decades of Democrat House rule brought us to welfare-moms / Democrat-vote-breeders. Two years of Republican control produced the numbers cited.

Welfare belongs with the Church and other charities who CARE about the people they are helping. A hand-up, not a hand-out. The former lifts people out of poverty, the latter enslaves them.

This really has turned into a moral and values issue to me. We live in a world where people are going to try to get as much free stuff as they can. There is no more shame in it. There is no concept of self reliance and taking resposibility for yourself. Its just “gimme gimme gimme and make someone else pay for it.” Obama expanded Food Stamp eligibility so that a lot of middle class people can get food stamps and guess what? A lot of middle class people are taking them simply because they can. And then once you have the food stamps, why not use them for whatevery you can? Booze, cigarettes, strip clubs — no one cares.
