I assume TXDot is a state agency, but they should not have access to CHL records.

I think that's who pays for State Troopers, if I'm not mistaken... It's a large, sprawling agency...

So yeah, they probably have legitimate access to the CHL records.

After I posted I saw the post that TXDot is going to allow employees to carry on the job. IF that is true, then I would gladly let them have their photocopy, and go on about “MY” business.
