It’s unenforceable because there is no such database, and law enforcement doesn’t have the means to obtain one legally. When I purchase a phone, I don’t have to register it with the government and there is no law forcing me to do so.
Besides, anytime you try to enforce a rule like this having to do with computing, you are engaging in an exercise in futility. Computer techies (we used to all be called hackers, before that got negative connotations) love to find ways to make things do what they weren’t supposed to do, or to break the “rules” and get away with it. It’s in our nature, and so we will very quickly apply our collective brain power to defeat any plan like this.
People will simply get around this system.

I was under the impression that, under Obama, EVERYTHING is already illegal except entering a voting booth and casting a vote for Obama.
There is such a database at the phone company and manufacturer. When you use your sim card, the company links it to the phone’s unique number. That number is recorded when the phone is manufactured. Yes, it is possible to buy a sim for cash or alter the phone’s number. For now. In the future, actually modding the hardware might be needed. Possible but not for the average person.

I’m late to the game ... ever since 0bamacare passed any new Laws or Restrictions just make me want to do it even if I never wanted to before.
Recently I have really enjoyed listening to the guy that is doing the 3D Printing of the AR lowers, I really like the way his mind works.

That’s not a universal database, nor is it in the possession of the government.
