You can legally buy inert items such as rocket launchers and expended LAWS at many Surplus stores all over the nation. I would call these Gub'ment Lackeys running this thing a bunch of morons but that comparison wouldn't be fair to the greater moron community...

I’m sure they knew it was a surplus item. These buyback events are mostly theater.
