No, the “sporting purposes” clause was part of the GCA of 1968.
I can see the photo now: He’ll undoubtedly have the most absurd-looking safety glasses on, he’ll have big Mickey-Mouse hearing protection, even long after he’s left the range, and will most likely be wearing a hunter-orange vest.
