Sanford police and Florida Department of Law Enforcement employees had limited success finding out what was on the phone because they were "locked out," the consequence of someone trying repeatedly without the proper password or PIN to gain access to its data.

Even this sounds fishy. I have to guess that the "someone" banging away on the phone until it locked was whatever LEO picked it up.

Doesn’t take much “banging” on the password to lock the phone up. 3 wrong passwords in a row, repeated 2-3 times with a few minutes delay, will lock mine up until I plug it I to a host computer. Any idiot will be tempted to try.
