I don't think the federales have jurisdiction on this one, the state of Texas does. You are right, there is no Federal statute against murder. Denying someone there civil rights, yes, murder, no...

I’m grappling with a lib about this ... do we know whether there were any others at the range when this happened, and if so, were they close by when Chris and Chad were murdered?
