The manifesto is up on Drudge. He calls out Whites, Blacks, Asians, Latinos, and lesbians as high value targets. He is deranged, but his killings are not racially motivated.

The question was posed, if he’s angry at “whitey” and is racially motivated (that was the stated premise, I’m not addressing if that’s factual or not), then why were his first victims a black man and an asian woman.
According to the media, he targeted these specific people because of their closeness to a man he has a personal vendetta against, the father of Monica Quan.
I don’t know if that personal vendetta is in the manifesto or not, and I don’t know if those who stated the premise that he is racially motivated have read the manifesto, either.
I was just trying to answer their question as to why he killed these two people, according to media reports.
His manifesto is thick in leftist race judgement, resentment and revenge. Have you read it? His bottom line is that he’s punishing a racist police department.
