I'm a Merit Badge counselor for the local Scout Council. I had to go through a "training course" in the rules regarding interaction between Counselors and Scouts. In short, never alone with a Scout. Always at least two adults in any encounter. Probably not 100% guarantee of safety for the Scouts, but still very important.
