This is not a new policy. When the University of Delaware ROTC drill team marched in an inaugural parade in the 1960’s, the bolts had to be removed from their ‘03 Springfields.

I was always told that bolts were removed for ceremonies so they wouldn't catch on uniforms. Always sounded like a weak argument because if movements are done correctly according to the the manual of arms, the bolt wont ever be be a problem.
