It's worse that you think. They also expect *you* to maintain the equipment...

Same thing happens in the US. For example, about twenty years ago, the Army Corps of Engineers were brought in to replace the DC public schools heating plants to the tune of $10M. A decade later, they were failing again from the lack of maintenance.
