Since Barry is so good at it, he should have proposed building skeet shooting ranges in Chicago’s West Side. Only it would be BYOGA (bring your own guns and ammo).
But I still like your idea.
The 18th Amendment didn't stop the importation or consumption of spirits; high cigarette taxes encourage cigarette smuggling today. Would offshore ammo factories pop up and smugglers make a fortune on ammo? Of course.
Obamas solution to those inner city problems is to remove those rights provided by the constitution to have and bear arms legally obtained and used from all US citizens.
Before any search and seizure of illegal guns begins in those troublesome areas.NOBODY SHOULD HAVE A GUN

Allow me to improve on your most excellent idea.
Rather than simply using skeet, let's modify those trap throwing devices so that they can hold something larger. Say, a gang-banging thug.
Perhaps us tax-payers who are sick and tired of paying for these bastards could have some fun and clean up society (while also improving the lives of inner-city children.)
So I have this design in my head that enables me to strap a gang-banging thug onto a trap thrower. Once I yell "PULL!" the gang-banging thug is thrown into the air (much like a skeet target) and let's just say we exercise some good old fashioned justice by blasting them out of the air.
Now, I have to confess this isn't an original idea, it just popped into my head from one of my favorite movies.
