Yes, but the Republicans in Virginia don't want to assign their Electoral College Votes by Congressional district which would make Democrat voter fraud useless. Under that system Democrats could have their usual 112% turnout in Richmond but not swing the Commonwealth. George Will and the Democrats told them district by district assignment is election rigging so they said “Okay we won't do it -sorry.”
