From the very start the CIA should have set up a “mass production” facility that would use what in effect is brainwashing, but for a benign purpose:

That they are no longer able to motivate themselves to “travel outside of Pakistan to fight anyone.” Otherwise, they would still be their sweet, religious, anti-American selves. But they would no longer be able, personally, to travel to Afghanistan to fight, anyone.

It would not cripple or disable them in the slightest, and their is no “human right” to travel to other countries and attack people.

Once they were programmed this way, when the circumstances were right, we could send them back. Their vile comrades would hand them a gun and say, “Let’s go back to Afghanistan to fight Americans!”, and they would reply, “No thanks, I just don’t feel like it.”
