It takes a long time to produce weather, for example. I learned this in a geology class that I took back in college at the University of Maryland.

Does he mean "weathering" or did he mean a meteorology class?

How does one account for a tsunami in Japan- an unforeseeable weather event-

Tsunamis are caused by the displacement of a large amount of water and doesn't have anything to do with the state of the atmosphere.

He lost me on his way to his point with this confusing bit of language.
