China’s assertion that almost all of the South China Sea and adjacent waters are part of its territory seems to be growing more dangerous with each passing week.
China and Japan are scrambling fighter jets in their faceoff over disputed islands. Last month, China “painted” a Japanese military helicopter and destroyer with weapons-lock radar — bringing harsh criticism from Japanese and American military officials.

The article is poorly titled. It is about Chinese agression in the region, not just the South China Sea. China engaged the Japanese near disputed islands that are northeast of Taiwan.
And yes, weakened US leadership is a part of the issue.

The result here will be an arms-race in Asia.

In movies and maybe pilots. Not people that build them. It is a a stupid term that means nothing but being hit by RF and that could be survelilance/acquisition or track mode.
