How about building water pipelines from the Mississippi to Texas. The overflow frm the storms could lesson the flooding while providing a necessary resource to other areas. Maybe damn it somewhere for hydroelectric power.

You’d have to pump it all the way to Texas and uphill, to boot. Over 300 miles to Dallas, over 400 to Austin from the Mississippi.

Expensive pipeline, let alone paying the pumping electric bill.

Same for pumping desalinated water from the Gulf.
