Guns: An Illinois court has ruled that the Second Amendment means what it says and has ordered the state legislature to adopt a law by June that lets citizens bear arms in self-defense, not just keep them.
On Feb. 22, a 5-4 majority of the 10-member U.S. Seventh Court of Appeals upheld the Dec. 11 decision, which had been rendered by a three-member panel, to address absurdity and inconsistency of Illinois gun laws that allowed ownership of a firearm, but not the right to carry it outside the home. In other words, the "right to keep but not to bear arms."
Because of the decision, Illinois must join the majority of states that have enacted right-to-carry laws.
In the December opinion, Judge Richard Posner wrote that "a Chicagoan is a good deal more likely to be attacked on a sidewalk in a rough neighborhood than in his apartment on the 35th floor of the Park Tower.
Furthermore, Judge Posner wrote, "To confine the right to be armed to the home is to divorce the Second Amendment from the right of self-defense described in Heller and McDonald."
These two Supreme Court decisions affirmed that the Second Amendment right to keep and bear arms was an individual right that indeed could not be infringed upon by the state.
In a 5-4 decision in 2008, Heller v. District of Columbia, written by Justice Antonin Scalia, the Supreme Court overturned the District of Columbia's draconian gun law that barred private ownership of handguns.

This just won’t do for Obama. If the crime rate drops, people will depend less on the government.
Well, they may have to come up with a law, but setting the commencement date and the fees for a CCW could prove quite interesting. New law by June. Effective date? Sometime in 2020? Application fee. $500,000.00 plus proof of liability insurance no less than 1 million dollars. (Just in case your gun sneaks out in the middle of the night and goes on a rampage with other like minded guns.) It would be SOP for the illinois legislators to use some sort of delaying tactic while still complying with the court order. Just a normal day for radical left wing extremist demokkkrat scumbags now known as the “new improved red coats”.
We can’t have less dependency can we?
If Chicago liberals don’t want their precious gang members knocked off, they had best arrest them and put them safely in prison.
The Madigans will tie it up for years.
“...imagine all the people...”
Living life free of fear with two little pounds of responsibility and equality in their hands!
Polite society indeed!

The Illinois legislature (super RAT majority in both houses) are loading up a bill with places you can’t carry. There are so many, that you wont be able to carry anyway.
I’d rather see open carry here.
Before Heller it was impossible to buy a handgun in DC. Now it is only almost impossible to buy a handgun in DC.
Don't look for Chicago CCW any time soon.
I listened to a local “progressive” Chicago Talk show this weekend (nothing else was on), and host Dick Kay said “the Constitution says “right to bear arms”, and there is nothing in it about “right to conceal carry””. Obviously he’s clueless about the first statement trumping the other, but I suspect the Illinios libs will push some false statement such as this to get their agenda passed.
Obamagrad will become a safer city with the influx of guns to law abiding citizens.
Insurance industry insiders have leaked the basic parameters of these coverages:
Annual premium: $10,000 for each firearm you own
Coverage limits: $1,000,000 cap per incident

Now we've got a judge telling the truth? Woodward exposing a thuggy Administration and Homeland Security on the ropes? Things are looking up.
Really? You couldn’t find anything better AT ALL to do? NPR?
I think I’d make a dentist appointment followed by getting my nails done before listening to NPR
All the majority of “shall issue” legislators have to do is insist on their way or the highway. If they do nothing, Illinois gets pretty much the same carry laws as Arizona, so it is in the interest of Madigan and company to settle for a decent shall issue bill.
The NRA has said they will not allow for such infringements as “no carry on mass transit”.
Well that certainly sounds fair. NOT!

That aside, the IL legislature will screw around with this as long as they can. Scores of BS amendments, 50 at last count, are already being submitted, then withdrawn, then resubmitted. Anything Mike Madigan, D-ChiRaq (all Hail Mike!) and his fricken NAZI puppets can do to screw law abiding citizens around.
But personally I don't care what they do, I have my ISP issued IL FOID Card and I'm 'legal'. So come the 180 Day Deadline the court gave the idiots, commies, and NAZIS (yes that's redundant) in Springfield -- I'm carrying on day 181. That's when 'Constitutional Carry' in IL begins!
(1) I've got one holster made for CC and another for my 1911 style 9mm that's OK with a coat but wanted better ones, but I do need a 3rd for my Colt Det Spl snubby (luv that gun).
Who in the hell can afford a six figure insurance premium?
Oh wait, that is the idea.
ISRA Press Release:
House Speaker Mike Madigan Seeks To Keep The ‘Wrong People’ From Carrying Guns
SPRINGFIELD, Ill., March 4, 2013 /PRNewswire-USNewswire/ — The following was released today by the Illinois State Rifle Association (ISRA):
Anyone who has lived in the greater Chicago area for any amount of time knows that racial code words are a subtle, yet powerful feature of the local dialect. Code words allow self-conscious racists to discreetly mask their xenophobia. For example, around Chicagoland a “regular customer” is often used to denote that someone is White while someone who is “funny looking” is probably something other than White.
Over the past several days, the Illinois General Assembly has been debating the court-ordered imposition of a concealed carry law here in Illinois. One of the major sticking points for passage of a concealed carry law is whether Illinois will be a “shall issue” state or a “may issue” state. A shall-issue law would require that officials issue concealed carry permits to any law-abiding citizen who passes a background check and meets certain training and proficiency requirements. On the other hand, a may-issue law would result in county sheriffs issuing concealed carry permits at their whim and probably only to a select group of their friends and political supporters.
As expected, House Speaker Michael Madigan has been pushing for a “may-issue” bill to satisfy the court’s requirement. Madigan supposedly prefers “may issue” for the purpose of keeping the “wrong people” from obtaining concealed carry permits. However, one does not have to be keenly perceptive to know that, coming from Madigan, “may-issue” and “wrong people” adds up to yet another set of Chicago code words. Within the context of Madigan’s preferences, here is how “may issue” will translate into reality:
“May issue” means that if you are Black, you probably won’t be granted a carry permit in Cook County.
“May issue” means that if you are Hispanic, you probably won’t be granted a carry permit in Cook County.
“May issue” means that if your name is hard to pronounce, you probably won’t be granted a carry permit in Cook County.
“May issue” means that if you pulled a Republican ballot in the last primary, you probably won’t be granted a concealed carry permit in Cook County.
“May issue” means that if you contributed generously to Machine candidates, you will most likely be granted a concealed carry permit in Cook County.
“Madigan and the rest of the Chicago Machine are famous for doling out government contracts and services to their friends while systematically shortchanging minorities and those who are not ardent machine supporters,” commented ISRA Executive Director, Richard Pearson . “If Illinois becomes a ‘may issue’ state, then one should expect that concealed carry permits will be issued as a quid pro quo perk rather than to facilitate the right of self defense.”
“The ISRA believes that all law-abiding Illinois citizens have the right to defend themselves against violent criminals,” continued Pearson. “We believe that law-abiding citizens are entitled to exercise that right by employing the best means of protection available the defensive firearm. Therefore, the ISRA will fight against any attempt to pass a ‘may issue’ concealed carry law in this state.”
The ISRA is the state’s leading advocate of safe, lawful and responsible firearms ownership. For more than a century, the ISRA has represented the interests of millions of law-abiding Illinois firearm owners.

Wait! What? I could have sworn that it was only angry old white guys and republicrats that used “code” words. It would be beneath radical left wing extremist demokkkrat scumbags to use “code” words. Remember how the RLWEDS voted for the civil rights act and would never do anything to harm black folks? Yeah, neither do I. And yet, they keep drinkin’ the kool aid like there’s no tomorrow. Gun control is racist at it’s core.
