Sequestration’s Impact: The AmeriCorps Case Study (BARF!!)

For example, among the formula of budget sequestration’s across-the-board cuts, split 50-50 between military and non-military spending, AmeriCorps will likely lose out. This core program, supported and used by many nonprofits, will likely lose member slots—in the thousands—and in all likelihood there will be a reduction in the level of federal commitment to each AmeriCorps member. Young Invincibles and the National Priorities Project reported that the likely cut in the AmeriCorps program itself would be $38 million. Remember that AmeriCorps is actually a suite of programs, including AmeriCorps State and National, AmeriCorps VISTA, and the AmeriCorps National Civilian Community Corps. Any analysis of how to address the sequester must factor in the previous cuts in AmeriCorps funding (an eight percent cut to AmeriCorps State and National and a four percent cut to AmeriCorps VISTA between 2010 and 2012, all of which came within an overall 8.8 percent cut in the Corporation’s total budget, pre-sequester).

Although a $38 million cut is quite devastating for a small program, it is a far sight better than the House Republicans’ FY2013 budget proposal, which called for killing AmeriCorps entirely. Will the 8.2 percent cut be aimed at the AmeriCorps program or at the entire Corporation for National Community Service, allowing managers to develop a strategy for absorbing the budget cuts that protects some aspects of the program and perhaps sacrifices others? In fact, the Office of Management and Budget report on potential sequestration cuts basically divides the sequestration between $7 million in cuts to the Corporation’s salary and benefits and $79 million to its operating expenses.

A $38 million cut is quite devastating in regard to a budgeted $1.1 BILLION? What planet are these moonbats living on?

For those not familiar with AmeriCorps -it is a national leftist operation similar to ACORN that is funded by federal funds. This years funding = $1.1 BILLION!

In March 2009, the U.S. House of Representatives voted 321 to 105 in favor of a $6 billion piece of legislation to more than triple the size of the AmeriCorps program -- from 75,000 positions to 250,000 -- over an eight-year period. Also in March, the Senate voted 74 to 14 in favor of a similar, $5.7 billion bill co-sponsored by Senators Edward Kennedy and Orrin Hatch. President Barack Obama signed a compromise measure into law in April 2009. The new legislation increased the value of the AmeriCorps Education Award from $4,725 to $5,350.

Noting that with the passage of the foregoing bill “the federal civilian workforce is being increased by more than 13 percent,” Ronald Kessler wrote:

“Under the guise of promoting volunteerism, President Obama and congressional Democrats have created a massive government program that will push their agenda…. [C]ontrary to Obama’s claim that the program will promote volunteerism, it is in fact another massive government employment program.... By putting a vast army of young people on the government payroll, the Democrats are expanding their reach by teaching the young that government is the answer to every problem. Instead of giving young people an incentive to help others through the free enterprise system or though genuine charity work, Obama and congressional Democrats are creating a make-work boondoggle that will further their control over the political process.”

My daughter did two years in AmeriCorps.

My opinion is the leftist part is that most in it are under 24, recent graduates od America’s education system and have university degrees that are not job worthy (as was my daughter).

I remember a post about AmeriCorps “volunteer” who’s job it was to pull weeds at a community center. I pointed out this “volunteer” took work away from legitimate landscapers and gardeners vendors.

The press release doesn’t cite liberal cheerleaders of the program. It cites Republican after Republican, from Arizona Sen. John McCain to Pennsylvania Sen. Rick Santorum to Missouri Sen. Kit Bond and ex-Ohio Rep. John Kasich, praising Clinton’s monstrous creation.

Other GOP members of the Senate and House who initially opposed the creation and funding of AmeriCorps but now support it include: Utah Sens. Robert Bennett and Orrin Hatch, Mississippi Sen. Thad Cochran, Iowa Sen. Chuck Grassley, Kentucky Sen. Mitch McConnell, Montana Sen. Conrad Burns, Ohio Sen. Mike DeWine, New Mexico Sen. Pete Domenici, New York Rep. Sherwood Boehlert, Montana Rep. Rick Hill, Mississippi Rep. Charles Pickering, and Illinois Reps. John Porter and John Shimkus. Where have all the fiscal conservatives gone?
