This was another case of writing liberal legislation, with no thought about implementation or enforcement.

Existing magazines would be grandfathered.
Magazines aren’t serial numbered.

It would only affect future sales.

80% of LEO’s wouldn’t investigate.
95% of DA’s wouldn’t bother trying to prosecute.

It does open the door for current owners to be harassed and having property confiscated, while they have to prove their innocence.

Allow me some gentle corrections...

It would only affect future in-state sales.

Because it would be useless to try to determine how long someone
owned a magazine and it would be perfectly legal to use them
as long as you claimed them to be grandfathered.
