Every year 9,878 Americans are killed in drunken-driving accidents, and 350,000 more are injured (compared to 8,583 Americans who are victims of firearms murders).
Alcohol abuse and addiction also lead to underage drinking, binge drinking, date rape, divorce, disability, suicide, career failures and widespread health hazards, placing a significant strain on public and private health systems.
The time has come to limit access to alcohol, an inherently dangerous substance. Thats why every state lawmaker and voter should support Gov. Martin OMalleys farsighted reform initiative, The Alcohol Safety Act of 2013.
The act provides three reform measures as follows:
Prohibit High-Capacity Alcoholic Beverages:
The act requires alcoholic beverage consumers to apply for an Alcoholic Beverage Qualification License. The purchase or possession of alcoholic beverages without such a license will be illegal after Jan. 1, 2014. To obtain the license an applicant must:
Be over 21 years of age.
Pass federal and state background checks for criminal convictions, mental disorders and restraining orders.
Sign an oath that they are eligible to possess/consume alcohol.
Pass a four-hour training course in alcohol usage and law.
Pay for the background checks and a $25 license fee.
Pay a $20 license renewal fee every five years.
This important licensing measure is designed to thwart so-called straw purchases of alcohol,
Restricting alcohol sales to license holders also will help keep alcohol out of the hands of alcoholics and motorists with previous drunken-driving convictions.
The penalty for license violations is up to five years in prison and up to $10,000 in fines.
to make Marylands new alcoholic beverage licensing measure effective, new record-keeping requirements must be applied to alcoholic beverage dealers as follows:

except for the pre-born
This is friggin crazy.
makes as much sense as the Maryland governor’s efforts to limit guns
The whole freakin’ world is going crazy.
I think scrappleface is back.....
Nice (if obvious) satire.
We have enough trouble in Maryland with O’Malley and his trash Legislators. I wish people would stop with this sort of BullshYt.
I am afraid that one is going to pass.
“...8,583 Americans who are victims of firearms murders...”
Not mentioning that the vast majority of the firearms victims are gang bangers as are the offenders. That even though they are only about 10% of the population, the majority of murder victims are black.
Does being drunk when I made this video count for anything ?
Throwing a party where alcohol is served would be impossible without a licensed bartender to check permits and dispense beverages.
Anything over 24 oz. of beer or 4 oz. of distilled spirits would put you over the legal limit and constitute "excess capacity".
Once you've register as an active drinker your alcohol storage unit is subject to inspection at any time without notice. Can't keep it in your fridge, of course, that's not secure enough.
making your own alcohol is illegal without a license.
Many years ago, one had to have a license to buy liquor at the state liquor dispensary in Idaho. I remember my grandfather having to have a neighbor buy his annual bottle of Christmas brandy for him. So it has been done before.
Gun control is like trying to reduce drunk driving
by making it tougher for sober people to own cars.
Ted Kennedy’s car killed more people than any of my pistols.
How many more children have to die at the hands of high capicity urban assault SUV’s?
I believe it already has.....
