From the looks of the article, I'd say the folks with private insurance are. 71 million of them got coverage (and a premium hike) but they aren't the ones identified as receiving a service with no out-of-pocket expenses.

I'm not trying to rag on folks with Medicare. I just think it's preposterous to claim that 105 million benefit when 71 million of those have seen skyrocketing costs.
