Because they know they can only control you so far before you fight back. In order for them to continue to tighten their Rule over Us... they need us as helpless as possible.
There is no other reason. Anything else they try to use as a reason is a lie.

They need to be constantly asked -
WHAT ARE YOU PLANNING TO DO AFTER THE PEOPLE ARE DISARMED
THAT YOU CAN’T DO BEFORE THEY ARE DISARMED?
