Rove could very well be right. Obama's never been in charge in dealing with Congress.
But if he's right, we won't know or be able or willing to say or admit for years.
And if he's right, it may not even be for the right reason.
It may just be more Washington positioning games, rather than a thoughtful observation or reflection.

I disagree completely. I think that the entire problem with the Republicans over the past six years is that they all over estimated Obama. That kept them from being blunt and true in their description of what is basically a two bit grafter writ large!
