When I asked, “What is the argument on the other side???” I was referring to the example I gave about the fact that 630,000 citizens of Washington, DC, pay 100% taxes but have NO vote in Congress on how their tax money is spent. I would love to see as detailed answer on that question as the one you mistakenly provided.

Now to address the question you actually asked ...
Most of the people who actually LIVE in DC don’t even work. They are on welfare.
Most of the people who actually WORK in DC, live in the surrounding suburbs in appropriately represented states.
For those who actually work AND live in DC, they should be excused from having to pay any Federal tax at all, except Medicare and Social Security, since they will be able to benefit from that.
