Well, the UN expert gave away the reasoning on why this time and place was chosen. It was a crime of opportunity but it was also Boston (with a Tea Party history) on “tax day”.

I would not have associated Boston with the Tea Party of today just because of the Tea Party in our history. Boston is probably one of the LEAST Tea-Party-ish places. But foreigners would look at the textbook connections. Like this UN guy did.

Again, a citizen saw a person he thought behaving suspiciously. It was not a homeland security worker who saw the person. If this suspicious person turns out to be the bomber, he will be another seen by a citizen. The homeland security police and FBI often arrest those they set up to commit crimes. Times Square bomb stopped by a street vendor. The underwear bomber stopped by a citizen. The occupy bridge bomb plotters were arrested but they were set up as part of an FBI sting.
Only effective way to deal with the problem.
