National Guard forced to stand down by law enforcement in Boston

The commander of the Rhode Island Army National Guard 13th Civil Support Team (CST) claims that her two WMD detection experts assigned duty at the Boston Marathon along with WMD troops from the Massachusetts Army National Guard 1st CST were “several blocks” from the finish line at the time of the twin terror bombings, but when those units immediately tried to move into position to respond, troops from both states were forced to stay back after law enforcement denied them access to the scene at the finish line.

This is truly to become a interesting subject.

What are the limits of the Police,SWAT,ATF,FBI,CIA,NG in the time of war on the US soil. Would we use the Navy,Army,or Air force on our own soil?

We will have soo many guns and flash bangs we wont know who set what off and who is responding.

There where soo many guns in Boston. I was a proud SC that someone there had guns. I was worried who was going to use them tho.

I have an interesting theory on this.

I think that the fears of posters on FR were right that if the feds were to swoop in and take control, we might have seen the bomber killed rather than taken alive, because "dead men tell no tales."

However, I believe that local law enforcement in Boston saw this as a matter of personal pride. Because of that, they were NOT going to let Obama come in and steal their perp away from them. Boston law enforcement was prepared to capture the bomber alive.

So who killed the 8 year old boy? How did his little sister lose her leg? The caption of the last image asks if you can see any of the shrapnel that was ‘supposed’ to be flying around or just wispy white smoke. That’s the dumbest thing I’ve ever read...it’s like asking if I saw the bullet when I pulled the trigger!

This is a non-story. Read all the way down.

New York’s Army National Guard had five CST personnel working at the Boston Marathon. “They were very, very near the blast site; they were in harm’s way. They were able to respond quickly” Representative Michael Grimm said Friday while visiting the unit at Fort Hamilton in Brooklyn, reports the Staten Island Advance.

Another unit was closer and had already responded.

Can anyone imagine what just 20 unsophisticated people could do with a half baked plan, in several major cities in the U.S.?

It boggles the mind, doesn't it? They had 10's of thousands of LEO's of all various stripes and flavors marching around Boston...driving around in armoured carriers, with the population completely locked down like a bunch of frightened sheep while they searched for a 19 year old punk!

They just proved that the vast majority of Americans will accept any level of government repression as long as they're told it's for their own good. We also told wannbe terrorists that it's pretty damned easy to shut down a major American city and cause chaos. It all makes me sick.

media hysteria is because it happened in a liberal student elitist city, , if this had occurred in MS, ALM, SC, and pne only has to look at TX where something like 15 dead, over 200 injured, 40 h9mes destroyed and a town destroyed ten I doubt the media would be in overdrive.

Now they’re having another mins silence of when the bomb went off in Boston.

As a former 95B (MP) with the New York Guard (State Guard, not National) I can tell you that there is ZERO jurisdiction for the Guard, State or National. We had an abbreviated Police Acadamy training (because we were tasked with liason-ing with police a LOT), and from what I remember of my training, jurisdiction and crime-scene control gets more 'potent' and powerful the closer you get to local police.

Without the Feds exercising some legal override options, it goes like this:

Fed Police have the weakest powers and claims.
State police have the second weakest powers and claims.
County police have the second strongest powers and claims.
Local (City/Town/Incorporated Areas) police have the strongest powers and claims.

National and State Guards wouldn't even be on the 'powers and claims' (poor terminology but you get my meaning from it) radar, UNLESS Martial Law was officially declared.

This is policing by the book. I have zero problem with it.

It seems every few years or so there are massive accidental explosions, petroleum fires there etc., so most are not overly shocked or surprised.

BTW, get ready for the symbolism over substance, with the endless candlelight vigils, feel good speeches, terms like, “Boston strong”, songs, and politicans trampling on each other for tv face time.

Posse Comitatus doesn’t apply since National Guard troops are under the command of the Governor unless called to Title 10 Activation by the President at such time they become regular military.

The whole thing was wrong. They knew who these guys were before the lockdown. Publish the damn pictures.

These guys (FBI in particular) like the glory...The FBI had a party after they captured the Unabomber.

They bragged about the heat seeking helicopter....well...apparently you have to tell it where the body is first.

And you have to have a citizen who had just been released from the state imposed curfew call 9-11 first to find the dude....because he alluded 5000 cops.

lets not forget as well as the Boston strong and we are Boston , oh those vigils where mostly women have to out do each other with their crying and make it seems they’re more upset than the next woman.

The national anthem being played for the next few weeks at every turn there are also the so called hero’s.

I heard Carlson this morning on FOX say the neighbor went outside and saw blood going to his boat and called the cops and then called him a hero.

And yes those elected officials who have to scramble to the TV and the media play ever aspect with so called pro’s

I love Boston after visiting during summer vacation twice. May be lefty, but I love the city.

But, as a Texan now, I have to say, I am really upset that the West event has gotten virtually no coverage after the first couple days.

That is especially concerning when the death toll will be likely 10 times worse than Boston.

Spent a weekend in Boston while in the Navy. Had a great time and the people were wonderful. That said the people of Texas are in no less pain; indeed in a town that size most people must know multiple victims. Truly tragic.

SOP. Without going into details, the idea of the National Guard troops on scene is to provide first responders with the ability to quarantine and decontaminate/mitigate any WMD's that may have been involved. (i.e. Nuclear, Biological and/or Chemical weapons). The national guard units have "spotters" who respond to an event and determine if any WMD's were involved, and if so, they begin making preparations to use their specialized equipment. Other resources are also deployed to determine any WMD involvement. Many police departments issue WMD detection capabilities to their cops on scene.

This is rather disturbing. National Guard troops, until federalized, are NOT considered Title 10 (Federal) but Title 32 (State) and ARE NOT restricted by Posse Commitatus. They CAN be used in civil matters.

Also, a Civil Support Team (CST) are full time National Guard troops trained in dealing with WMDs. So, their presence is appropriate. However, I believe the Governor would have needed to send them.

CSTs were created in the 90s by President Clinton to deal with the possible used by terrorists/criminals of radiological/chemical/biological weapons in the U.S.

We are very fortunate that those looney’s didn’t pack radioactive material in those pressure cooker bombs. Then we would have really had a mess in addition to the terrible loss of life.

Not true in this case. Civil Support Teams (CSTs) are HIGHLY TRAINED to not only assess potential WMD situations, they are also highly trained in forensic evidence collection...for possible latter prosecutions.

There use would have been appropriate. Also, I emphasize that a CST is Title 32 (state) not Title 10 (Federal). They would not have been breaking ANY laws in regards to using military for law enforcement. Plus, CSTs aren’t traditional armed forces. They are WMD specialists.

National Guard CSTs are better trained and equipted to deal with WMD detection and assessment than any police department.

Sounds like a turf battle to me. Those bombs could have easily been laced with radiological, chemical, or biological weapon material.

Good. The National Guard has no business doing the work of police officers unless they are formally activated by the Governor of a State.

I agree. This article is much ado about nothing. No state of emergency was declared, and law enforcement ran things as well as they could.

The problem, as I see it, is that the Feds are enacting more laws requiring specific crimes to be handled by the FBI, DHS, et al. If they continue to write laws and make specific crimes 'investigate-able' by federal law enforcement, at what point does it become necessary to question whether local police are necessary?

They were there for the potential WMD threat—Detect, respond and assist in WMD after-actions. Early detection means more informed medical response.
