NORTH Korea says it will put a US citizen on trial for trying to overthrow the communist regime, in the face of soaring tensions between Pyongyang and the West.
Mr Pae, who is believed to be a Korean-American tour operator, was arrested in November as he entered the northeastern port city of Rason.
KCNA said a "preliminary inquiry" had been completed.
"He admitted that he committed crimes aimed to topple the DPRK (Democratic People's Republic of Korea) with hostility toward it. His crimes were proved by evidence.
"He will soon be taken to the Supreme Court of the DPRK to face judgment," according to the report, which did not say what the charges were based on.
Seoul-based activist Do Hee-Yoon told AFP he suspected Mr Pae was arrested because he had taken photographs of emaciated children in North Korea as part of efforts to appeal for more outside aid.

How is this any different from a kidnap and ransom scheme? The North Korean goon squad must be hurting. The latest war dance tantrum probably failed to yield the expected “aid”.
That does it.
I am canceling my vacation plans to NK.
Its obviously not safe there for Americans anymore.
As Mclame has said, torture can elicit anything, be it true or otherwise.
This guy in north Carolina is working with north Korea. Sick. Send him an email, let him know what you think. Http://www.vacationnorthkorea.com/about-us/
Assuming he is convicted will he be allowed TV privileges and conjugal visits?
edit: Choi was much older than 28.
This man's crime can easily be simply telling locals that Americans eat food or showing them photos of life in the USA. According to the DPRK party line, the USA is destitute and comprised 99.9% of poor begging for scraps.
It truly is a real-life “1984”
