The term "offensive" has an entirely open ended meaning and is determined totally by the person who wishes to be an offended party. This is irrational. Unfortunately it has been enshrined in hate-crime and discrimination laws.

"Offensive" has nothing to do with words, actions or intent of the perpetrator and everything to do with the perception or intent of the "victim" and designated victims are offended by anything at all originating with a designated oppressor group member up to and including mere existence. If an official victim perceives offense then there is offense. One becomes a criminal entirely by the determination of another.
