Russia has had far more than its share of tyranny in the past 100 years. The State has never recognized a widespread right ot arms in Russia.

Yet there doesn’t appear to be any shortage of guns in Russia.

As this article on the street thugs of Papua New Guinea points out. Even where you can effectively remove the guns, homemade guns appear along with the machetes and axes.

Russia has a standing army. The USA does not.

Different country. Different Constitution.

In fact Russia has more gun freedom than 90% other nations in the world. For that reason their civilian population is in top ten of most armed. In South Russia with their moslem problem there are tons of fully auto rifles in private possession and authorities are blind about it.
Their laws are specifically restrictive to handguns and that is all.
Also homicide statistics is not correct. It is probably taken from police books but you can’t compare different nations this way. For example in Russia they count all missing women, children, motorists and public officials as murders. Here comes about 15% of all unnatural deaths.
The reality is you can walk in their cities at night with little to none chance of getting robbed, let alone killed.

An unarmed person is subject to the State for protection. The State may or may not decide he deserves protection.
