The reality is you can walk in their cities at night with little to none chance of getting robbed, let alone killed.

I have a friend who was a doctor in Russia. You might get killed walking the street at night but it is just as likely to be listed as a death from cancer or old age at 30. She says they used to get death certificates with a cause of death already listed and they had to match them to patients as best they could.

I’m a bit familiar with their legal system. I know what she is talking about but it has nothing to do with potential crime-related deaths. It is mostly about to manipulate health statistics if they had a plan to lower heart deaths doctors are stimulated to list such deaths as cancer or something.
Anyone who died in a street goes straight to autopsy there, so does any dead body with any wound, even if it is just a scratch. It is prohibited to cremate such bodies so it is possible to get a court order to reconsider a case in any moment.
In short, Russian homicide statistics is inflated. I’m not talking there is no homicide at all, a number of people are getting killed but not near as many as you can think.
Also 90% of their homicides are results of drank family disputes. A chance to get shot or stabbed in the street is little to none. As soon as you aren’t about to get drank and start a fight with your spouse you are safe enough there.
