Certainly Houston - home of Sheila Jackson Lee - is one and has is on the list twice - ranked no. 6 and no. 15. The Mayor is a gay Democrat, Chief of Police is a Democrat and has already stated he would support the Federal position and Obama on gun control.
Also has one of the largest Planned Parenthood facilities in the United States located very close to the University of Houston. Took some classes there about twenty years ago at night but even then would never go anywhere by myself. Now I’m not sure I would walk in any of the surrounding areas even accompanied by several people. Very close to MLK Boulevard.

yeah music city has a few rough areas. seems any large metro region does. still it manages to have a per capita murder rate 1/4 of chicago’s.
Competition between the criminal classes is always tight during a recession. I’m surprised there are still some of those guys around.

Nashville has wider right of way in the neighborhoods. Just a little bit of openness goes a long way toward driving street crime into automobiles
We took our boys on a 'let's drive through Chi-town' trip several years back. They wanted to get down on the floor ~ the place is intimidating.
Still, in between all the really nasty looking places there are some great neighborhoods with nice folks in them ~ postal workers even. What you need to drive around safely at night is a van with several white people in the back ~ that's interpreted as COPS

DC is a quaint suburb of the Fairfax County Standard Metropolitan Statistical Area ~ Fairfax crime statistics help even things out an awful lot~

Two areas in Houston are supposedly among the lowest income in the U.S., populated by single and/or divorced mothers, more than half of the children living below the poverty line. Employment, when present, is generally in the service or fast food industry. But one is moving from Black toward Spanish dominance, the other has always been predominantly Black.
I would suspect that other inner city high crime areas share many of these common factors.
