Nah, he's not a traitor. That assumes you were loyal in the first place.
He's really just a member of his own ethnic and political nation: the descendants of the Spanish conqueror class.
He simply wants to get as many people of his own nationality (globally known as "hispanics", but let's just call them Spaniards, regardless of their genetic mixing in the Americas) into the United States.
Why? So he can be their Leader.
It's the way it goes in his society.
But not ours, and that's the problem...for him.
He's loyal to them, and not us. And always has been. Everything else he's done is just a necessary bit of theater, designed to allow himself to rise in a hostile, alien society.
Now he figures he can out himself, it's too late to stop him.
