WASHINGTON—The head of the U.S. Missile Defense Agency says that the Obama administration has discussed declassifying key data on U.S. missile defense in order to provide it to Russia. The administration has been exploring how to ease Russian concerns that the U.S. missile defense shield is aimed at countering Russia's nuclear arsenal.

Arms control advocates have suggested that revealing missile interceptor capabilities could provide a breakthrough on an issue that Russia says stands in the way of nuclear arms reductions. I could see a quid pro quo, but Obama is talking about a giveaway. Certain U.S. ballistic missile sensors and intelligence assets were fully disclosed to the Soviets, as part of SALT III. They had the drawings, specifications and source code, Soviet Generals were allowed to tour the facilities on locations that even today require a letter from a general for a U.S. citizen to have access to.
