Reagan offered to, in exchange for things they did not do. But he did not just call up and offer it to them for nothing. But anyway,,that was back when they were the atheist marxist government, and we had a strong leader who put national interests first. Now its the other way around.

I could see a quid pro quo, but Obama is talking about a giveaway. Certain U.S. ballistic missile sensors and intelligence assets were fully disclosed to the Soviets, as part of SALT III. They had the drawings, specifications and source code, Soviet Generals were allowed to tour the facilities on locations that even today require a letter from a general for a U.S. citizen to have access to.
