The DOJs U.S. Attorneys Manual is quite clear on this point:
The Attorney Generals authorization is normally required before the issuance of any subpoena to a member of the news media or for the telephone toll records of a member of the news media. However, in those cases where the media member or his or her representative agrees to provide the material sought and that material has been published or broadcast, the United States Attorney or the responsible Assistant Attorney General may authorize issuance of the subpoena, thereafter submitting a report to the Office of Public Affairs detailing the circumstances surrounding the issuance of the subpoena .
Because this probe was secret, the second condition was not met, meaning that Holders approval was necessary. The manual goes on to explain:
Department attorneys seeking the Attorney Generals authorization to issue a subpoena to a member of the news media, or for telephone toll records of a media member, must submit a written request summarizing the facts of the prosecution or investigation, explaining the essentiality of the information sought to the investigation or prosecution, describing attempts to obtain the voluntary cooperation of the news media through negotiation and explaining how the proposed subpoena will be fashioned as narrowly as possible to obtain the necessary information in a manner as minimally intrusive and burdensome as possible.

Time to get Holder’s impeachment papers ready. That corrupt bastard needs to go.
Rush nailed it early this afternoon: if they would have asked, the AP would have gladly GIVEN this information to Obama.
In going after the laughably partisan media, Holder is definitely hammering the goose that lays the golden eggs.

Because it involves them. It is the same reason why a reporter in a war zone is an international hero to them while a soldier means little. Because it is one of theirs.
Because now it’s their credibility on the line. They carried the water for Obama and now he’s turning on them. The first law of a Leftist is to get rid of the ones that got you into power because they’re the ones who know where the bodies are buried that’ll sink you.
Seems like all of Obama’s executive power grabs go straight through him.

He is trying to claim in live presser now that he recused himself from AP case months ago....he is lying.

Several FReepers have mentioned that the Dems have ceased to consider Republicans as a threat and are beginning their internal purges like Stalin did.
What were they looking for at AP?
Apparently, the claim is that Holder recused himself from approving the subpoena because he had already testified to Congress about the leak that was supposedly at the center of the request.
Now they will try to to say that because he recused himself, he was not responsible and had no knowledge. But that is not the case. In order to recuse himself, he had to know about the subpoena in the first place. Just because he did not actually sign the actual subpoena request does not absolve him of all knowledge and responsibility in the situation.
Who was leaking WH information. Otoh they ignored the 3-4 staff members related to executives in the MSM
