It means that Holder has No Answer
and he is shifting the burden of proof to Associate Press
to respond to the allegation that “ a leak endangered national security.”
No question was directed to AP regarding a leak ..
therefore, it is a ‘non sequiteur’
The key question is ‘does this leak that you are alledging , have anything to do with Benghazi “ ??

and determine who may be weakening, and now may be willing

The national security breech crisis was one the White House decided they couldn't waste. They could use it as the rational to send a chilling message to the press. And they could use the telephonic record to make a list of all AP’s Washington sources and retaliate when unfavorable stories appear.
What's really scary for the affected AP personnel is that they don't know how far investigators might have delved and continue to delve into both their professional and personal lives.

The quote has a meaning twisted upon itself and the fact of his recusal. I believe the meaning of the quote is better worded as follows:
“I have no problem speaking save for the AP would have to explain why and how it leaked information that endangers national security.”
