It is the summer dress uniform. Obviously these Marines rate it based on their duty assignment, normally only SNCO/Officer uniform.

Obama calls in the Marines to hold umbrellas over his head and the Turkey Muslim Prime Minister, but won’t use them to save American lives at Benghazi.

I think he is trying to humiliate the Marines. Reminds me of using slaves to fan the master on a plantation. He could have easily moved the press conference under the porch, if he was that afraid of rain.

P.J. O'Rourke once wrote about a trip to the almost bare rock called Iwo Jima. There was a group Marines there at the same time, sleeping in tents in the triple digit heat, and hiking up volcanic Mt. Suribachi before dawn so they could watch the sun rise from its summit. A Marine representative explained that the trip to Iwo Jima was a reward for outstanding young Marines
