Exactly. They’d have to get all the Democrats (not going to happen, especially so close to 2014), and 12 Republicans (they’d be lucky to get 0.5)

Odds are it will never be submitted to the Senate -- because it would fail there.
Instead, the administration will sign it and act to honor it for the balance of their term. The treaty is considered "in effect" if it is signed, but not ratified.
It will be up to the next President to submit it to the Senate and end the travesty.
