The UN treaty needs 2/3s of the the Senators present to pass. A filibuster will not apply.
That means only 34 Senators are needed for ratification, genius. That's why a filibuster matters.

I'm sorry. Did I insult you in some way? Why 34 Senators? If 0bama’s Gestapo keep all of the Republicans away from the Senate, it would only take 2 of 3 democrats “present” to ratify the treaty.
