ACTUAL TITLE: 911 Dispatcher Tells Woman About To Be Sexually Assaulted There Are No Cops To Help Her Due To Budget Cuts

JOSEPHINE COUNTY, Ore. (CBS Seattle) — An Oregon woman was told by a 911 dispatcher that authorities wouldn’t be able be able to help her as her ex-boyfriend broke into her place because of budget cuts.

Oregon Public Radio reports that an unidentified woman called 911 during a weekend in August 2012 while Michael Bellah was breaking into her place. Her call was forwarded to Oregon State Police because of lay-offs at the Josephine County Sheriff’s Office only allows the department to be open Monday through Friday.

“Uh, I don’t have anybody to send out there,” the 911 dispatcher told the woman. “You know, obviously, if he comes inside the residence and assaults you, can you ask him to go away? Do you know if he’s intoxicated or anything?”

The woman told the dispatcher that Bellah previously attacked her and left her hospitalized a few weeks prior to the latest incident. The dispatcher stayed on the phone with the woman for more than 10 minutes before the sexual assault took place.

“Once again it’s unfortunate you guys don’t have any law enforcement out there,” the dispatcher said, according to Oregon Public Radio.

The woman responded: “Yeah, it doesn’t matter, if he gets in the house I’m done.”

Police say Bellah choked the woman and sexually assaulted her. He was arrested by Oregon State Police following the incident.

“There isn’t a day that goes by that we don’t have another victim,” Josephine County Sheriff Gil Gilberson told Oregon Public Radio. “If you don’t pay the bill, you don’t get the service.”

The sheriff’s department had to cut 23 deputies and the entire major crimes unit after it lost a multi-million dollar federal subsidy, according to Oregon Public Radio. There are now only six deputies left.

The sheriff’s department even put out a press release warning domestic violence victims to “consider relocating to an area with adequate law enforcement services.”

Bellah pleaded guilty to kidnapping, sex abuse and assault.

I’m sure she could have gotten immediate police response if she’d said he was making “homophobic” remarks.

And a lesson here is never count on federal subsidies being continued. If you really need something figure out a way to fund it from within your local tax base. Don't expand just because the Feds give you "free money" if you can't pay for it later.

Government, local or federal always cut the departmts the people need, fire, police, etc. they delibertly endanger and inconvience the populace for mre money to grow the government. elected officals in that county need to be removed from office.

In this case, they knew the identity of the attacker. (her ex-boyfriend), so even if he managed to get away, he was still on the hook for the crime. Being her ex, he may not have been a professional criminal.

The loss of funds is the result of environmentalists shutting down logging. After that, these counties got replacement subsedies from the Feds. Those subsedies ended. But the environmentalists were the original cause.

Yeah, we’re a very conservative county.

We just voted down the levy, so they’ll be closing even more jail beds. What I don’t understand is why Sheriff Gil doesn’t set up tents like Sheriff Joe does, or give the convicts ankle bracelets with home arrest.

Yeah, private sales are legal in Oregon. Just find an ad in The Courier, call the guy, buy the weapon, you’re good to go. No registration required, though the legislature’s trying to stop that.

Some people photocopy the ID, as it’s not legal to sell to a non-Oregonian and you want proof you checked.

The “subsidy” was in lieu of logging. JoCo used to have vast tracts of land owned by the O&C Railroad, which went bankrupt and the land reverted to the government.

The logging rights were sold throughout the years and JoCo used the tax monies to fund local government. When the accursed environmentalists sued and shut down all the logging the fed gov started giving us federal subsidies in lieu of allowing us to log said O&C lands.

We deserve that money...it’s not a gift, it’s a replacement for the logging taxes we used to collect.

Get used to this kind of news story, kiddies!

Short tax revenues from a jobless economy, combined with generous (police) union raises and retirements inevitably means fewer cops on the street. Think it through but take a longer view, like 10 to 20 years. Firefighters too.

I can see the day coming when a town of 20,000 will have two cops per shift.

You are ultimately responsible for your own defense. Exercise that right!
