The report is from a Texas site, however it did happen in the town near me and it was Saginaw, Mi.

Article says it is Saginaw, Michigan. It is from the AP. Maybe someone in TX got mixed up. Or maybe sister cities. Saginaw, TX may be rough town too, but it is not a boarder town so I doubt it comes close to Saginaw. Saginaw is mini Detroit. BTW there is a Saginaw, Alabama too. Of the three the latter likely the best.
