All evidence shows CLEARLY that the government is not able to police itself in any but exceptional circumstances (thank God for principled IGS (Inspector Generals)!) Yet, even the honest IG's that are still in place face intimidation at the hands of government cronies.
In my opinion, it is not government policing itself that has exposed the corruption -it is the few leaks and the few leakers that have stepped off of the government plantation to get the word out. The best thing conservative leaders can do is establish an independent (independent from the government bureaucrats) whistle-blower clearing house that protects anonymity and enables information flow so that the necessary information gets to those that wish to stop the corruption.

... and in other news, drunks are still drinking, car thieves are still stealing cars, wife beaters are still beating their wives.
Put them in jail. These people don’t stop their bad behavior just because someone noticed and pointed it out. Not when they are still loose and getting away with it.
