Staff called police and the man was arrested nearby. The device wasn't a bomb.

It sounds like an inappropriate joke intended to emphasize that he really did not appreciate the sign.

We had a similar incident at our school. We have 6 Handicapped and 6 “Visitor” parking spots. the outside vendor spelled them “Handicaped” and “Vistor.”
